New Gas Prices for Consumers from July 1, 2025
Islamabad: The Federal Government, in response to OGRA’s determinations of SNGPL & SSGCL of Estimated Revenue Requirement for FY 2025-26, has advised revised category-wise natural gas sale prices effective July 01, 2025.
Federal Government has decided to revise gas sale price of Bulk consumers, General Industry (Process) and Power. Furthermore, monthly fixed charges for domestic consumers (protected and non-protected) have also been increased. However, the gas sale prices for rest of the categories i.e. Domestic consumers (slab-wise domestic rate), Special Commercial (Roti Tandoors), Commercial, General Industry (Captive), CNG, Cement, Fertilizer have been kept unchanged.
The same has been notified by OGRA in the Official Gazette and is also placed on its official website (www.ogra.org.pk).

Earlier, the economic coordination committee (ECC) had approved hike in gas prices as 9 percent for bulk consumers to Rs3160 per mmbtu. It increased prices for for power plants by 17% to Rs1230 and 7% for the industrial gas consumers to Rs2300 per mmbtu.
It also increased the price of gas for industry by an average value of around 10%.
It decided to maintain existing gas prices to protect household consumers. It decided only fixed charges re-adjusted in the domestic sector to recover the asset costs.
It also increased the fixed charges on gas bills by 50% and raised gas tariff for non-residential consumers.
The ECC did not revise gas prices for residential consumers. However, it significantly raised the fixed charges on the residential consumers by 50%, It raised fixed charges by Rs 200 to Rs 600 for the protected category of domestic consumers.
In the non-protected category, is raised fixed charges from Rs2,000 to Rs3,000 for monthly consumption of up to 1.5 hm3.
Earlier, petroleum division had propoed the ECC to increase gas prices upto 56 percent effective from July 1, 2025.
The no-protected consumers were set to face hike in prices up upto 28 per cent, power 25 and bulk consumers 6 per cent.
The government had worked out increase in gas prices for different category of consumers in Pakistan for the next financial year 2025-26.
Oil and Gas Regulatory Authority (Ogra) has already decided increase in gas prices and sent a decision to federal government to pass on different impact on different category of consumers.
The entire gas prices mechanism is based on cross subsidy and therefore, the government passes on different impact on different consumers.

The domestic consumers are not fully passed on full impact of increase in gas prices being protected consumers,
The petroleum division has also proposed increase in fixed charges up to Rs 50 in protected category and Rs 400 in non- protected category.
